Camden City Public Schools Governance Manual Volume I & II

This manual contains a comprehensive system for putting into practice the theory that policies formulated and adopted by the New Jersey School Boards Association and the Camden Board of Education should guide the Superintendent in writing and implementing administrative regulations. The system gives operating authority to the Superintendent, yet permits the Board of Education to keep control of the district’s direction.

The manual is concerned with three basic types of directives, POLICY, REGULATIONS, and BYLAWS. Policymaking is the most important job of the Board of Education. Through policy, the Board gives the Superintendent a sense of direction without neutralizing his/her professional skills. The Board of Education must tell the Superintendent clearly, what it wants accomplished, but should not tell him/her how to do it.

The manual contains two volumes divided into eight sections, each with its own index:

The 8000 Series has been reserved for future use, should another necessary division arise.
